Finance Committee Reviews Preliminary Five-Year Budget Outlook
Finance Committee reviewed five-year forecast as budget pressure loomed.
Finance Committee · Meeting of September 29, 2026
DENNIS — Finance Committee reviewed five-year forecast as budget pressure loomed. The Finance Committee met September 29 and received a preliminary forecast from Town Administrator Elizabeth Sullivan and Finance Director Josee Cardinal that projected an $80,686 excess levy for FY2028 but deficits in subsequent years. Sullivan warned that new recurring revenue or spending changes were necessary to maintain financial stability, while Cardinal expressed concern that estimated local receipts could not continue supporting the budget as in recent years as insurance and benefits costs outpaced revenue growth.
Sullivan proposed revenue solutions including marijuana tax support, property sales, building rentals, municipal asset leasing, and development impact fees. The Committee voted unanimously (7-0-0) to recommend indefinite postponement of Article 18 for supplemental Port Side Community Park funding, which became unnecessary after bids came in below available grant funds.
